Check out the San Francisco Downtown Hostel. It's located less than a block from the Westin St. Francis (seriously -- see the map here), where the conference is taking place. It's right in the heart of downtown, in a well trafficked, safe area, one block from Union Square itself, and super affordable: You can reserve a "dorm" bed for $29/night, or your own private room for $90/night.
